Bulging Breasts and Breastfeeding Problems.?

I just had two little darling twins 2 and a half weeks ago named Bella and Amy. They are both healthy, happy babies but Bella will not breast feed. I have tried bottle feeding but its a struggle. She has gone days without eating. I am not sure what to do. Amy is good but sometimes coughs up a bit of blood. Is that normal? The breast with milk in it, the one Bella doesn't suckle on, is massive. I NEED SOME HELP.
